#12079: 3D - ExtrusionOutline for extruded features

Description

This PR adds the possibility to add extrusion outline for extruded features in the cesium map

What is the current behavior?

• extrusionOutline option for visualizing the volumes outlines for extruded features #12079

What is the new behavior?

• Extrusion outlines can be drawn for extruded features on Polygons and LineStrings, including LineString extrusions such as Wall, Square, and Circle
