The existing entries cover debug@~4.3.1, ~4.3.2, ~4.3.4 (→ 4.3.7) and debug@^4.4.1 (caret, → 4.4.3), but not debug@~4.4.1 (tilde). This unresolved specifier can cause yarn install --frozen-lockfile to fail in CI.
