Internal ticket: GOVCMS-14547
We are looking to deprecate support for Behat testing in GovCMS SaaS.
This PR removes Behat related files.
Loosely dependent on #539, since until the reference to
govcmstesting/testsis removed, it will technically still be available in thetestimage.
