Summary
CMAB experiments should not use UserProfileService (UPS) for sticky bucketing because UPS maintains decisions across the experiment lifetime without considering TTL or user attributes, which contradicts CMAB's dynamic nature. This change excludes CMAB experiments from UPS lookup and save operations.
