Description

Clarifies how navigator-led workflows should handle literal dispatch bodies and keeps review guidance consistent across reruns based on prior review context.

Checklist

Navigator orchestration

  • Clarify that workflow ownership covers step order and state without rewriting explicit dispatch bodies
  • Define dispatch execution as literal forwarding to the named subagent

Review consistency

  • Tighten reviewer guidance around stable outcomes and prior review context
  • Align review command instructions around eligible findings and settled feedback handling

Validation

  • Check that navigator commands preserve explicit dispatch bodies verbatim
  • Verify that rerunning review guidance does not churn on unchanged concerns

- tighten navigator guidance around local orchestration and explicit dispatch bodies
- simplify PR review template rendering for conditional approval guidance
- update ship command argument handling and delegation-first instructions
- regenerate OpenCode artifacts to keep compiled docs in sync
