The locked_until field from SQLite may be offset-naive, causing TypeError when compared with datetime.now(timezone.utc). Add tz normalization. Also add access_expires_at check during login. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

Bug
create_vendor()didn't check for duplicate names before inserting. Sincevendor.namehas aunique=Trueconstraint, this caused an unhandledIntegrityErrorfrom PostgreSQL, returning a 500 with raw SQL error details to the client.Root Cause
Missing pre-check before DB insert. The unique constraint catches it at the DB level, but the exception wasn't caught, resulting in a 500 error instead of a proper 409 Conflict.
Fix
Added a query to check if a vendor with the same name already exists before inserting. If found, raises
ConflictError(HTTP 409) with a descriptive message.Test
2 tests: duplicate name raises ConflictError, unique name succeeds.
