Use the American "license" spelling instead of the British "licence" spelling, as this is generally what is expected by tooling like `licensecheck` as run in CI. This also makes it consistent with the other `license-files` option we use. Signed-off-by: Alex Jones <alex.jones@lowrisc.org>

When running in a Github Actions CI environment, the `licensecheck` tool used in CI for checking dependency licenses is unable to automatically pick up the `pyproject.toml` file as a requirements file. We must therefore explicitly tell it to use this file in the command in CI. Signed-off-by: Alex Jones <alex.jones@lowrisc.org>
