This PR is based on a temporary branch because its merge is blocked by DM-30891, and I don't want to disturb this review by future changes to that ticket that aren't relevant to it. If this ticket is reviewed (and unblocked by review and merge of DM-33027) before DM-30891, I'll just move this commit to the DM-30891 and merge it later.
