reorder language tables and update languages navbar

Re-orders (most supported to least supported + alphabetical order) the language support list items and adds Rust to the navbar.

In any case C and Python have by far the most "use" AFAIK - I'm not opposed to "most supported" other than it is quite subjective.

1. I will take this to the dev call next week.
2. Thanks for making it easy for me to accept this if the weekly call agrees.
3. Can you remove the changes to the other paths that the /en/ file path. The /ko/ etc are translations that automatically get round tripped via our translation service. Sometimes if they are manually updated I end up having to fix collisions with the service.

I didn't use any subjective criteria to determine "most supported". What I meant was "the ones that check all the items in the table". If multiple languages check the same items, they are ordered alphabetically. In short, language that supports all the items in the table now appears before the ones that doesn't support signing, etc.
