What does this PR do?
Adds Japanese (ja) localization by creating
PureMac/ja.lproj/Localizable.strings.All 119 strings from the English source file have been translated.

.stringslocalization file with no logic changes.The file structure and format have been manually verified against the existing
zh-Hans and zh-Hant localization files.
