🤨 Rationale

Implements routerLink behaviors for the anchor step.

👩‍💻 Implementation

• Follows the disableable router link pattern, i.e. like anchor button.
• Moves the anchor-base back to the primary entry point and makes it public
• Makes the disableable router link public from primary entry point
• Aligns the readonly input on the step and anchor step directives with other controls (from previous PR comment)
• Marked as a patch change since control is currently marked incubating

🧪 Testing

• Duplicated existing disableable router link pattern
