Summary

Add oadp-dev branch CI config for oadp-cli to build and promote images to the CI registry on merge
Add image mirroring entries to sync oadp-cli images from registry.ci.openshift.org to quay.io/konveyor/oadp-cli-binaries (both latest and oadp-1.6 tags)
Replaces the existing GitHub workflow-based approach for pushing to Quay

Verify CI config is valid (make update / make checkconfig)
After merge, confirm postsubmit job runs on oadp-cli push to oadp-dev
Confirm image appears at quay.io/konveyor/oadp-cli-binaries:latest after mirror sync
Disable GitHub workflow in oadp-cli repo once confirmed working
