DPTP-4755: Add pj-rehearse-plugin deployment on core-ci

Copy the file pj-rehearse-plugin.yaml from app.ci with following changes,

$ diff clusters/app.ci/prow/03_deployment/pj-rehearse-plugin.yaml clusters/core-ci/prow/03_deployment/pj-rehearse-plugin.yaml

<         - --prowjob-kubeconfig=/var/kubeconfigs/sa.pj-rehearse.app.ci.config

>         - --prowjob-kubeconfig=/var/kubeconfigs/sa.pj-rehearse.core-ci.config

>                 - r6g.4xlarge

Add r6g.4xlarge because we don't have r5.4xlarge on core-ci.

It won't affect the deployment on app.ci because hook use in cluster services. Plan to try the switch next week.
