Perltidy is used for Perl files, and prettier for javascript, css, html, yml, and md files. The files are not formatted yet, this commit just adds the infrastructure.

The first commit adds the workflows and code formatting tools that format and check with perltidy (for Perl fiels) and prettier (for js, css, html, yml, and md files).
The second commit does the formatting.
To use the formatting tools:
For Perl run
./bin/run-perltidy.pl, and for prettier change to thepublicdirectory (cd public) and then runnpm run prettier-format.
