lolsob we still have reqwest 0.12 in the dependency tree because propolis depends on omicron, crucible, etc. so once you've gotten to them we'll pull in new revs of them to propolis and wave goodbye to old deps..

This is unfortunately still blocked on pre-requisites in oxidecomputer/omicron#9824.

edit: only blocker left is upgrading Omicron to the new Progenitor (oxidecomputer/omicron#9917) so that progenitor-extras is available. Actually, propolis does not use retries at the moment, so it's fine to land this while waiting on oxidecomputer/omicron#9917.
