Added some nullability annotations in Java.

Note that the gradle files use the other module because I wanted to test it via Jitpack: https://jitpack.io/#AndroidDeveloperLB/APNG4Android This needs to change if we want to be able to split the modules again. |

Targeting API 36, and updated all samples for it.
Switched to kts format instead of the old build gradle files.
Added a sample of transparent animation, with a background behind.
Added various nullability annotation in Java.
Added 2 ways to go over the frames, and a sample for both of them (created for this purpose)
