GitHub Actions is failing on MD024. I propose that we change our Github Actions configuration for MD024 to allow for heading duplication in non-sibling headings. This looks like a straightforward change. |

It looks like none of the pages in this repository are configured to generate anchors for headings, that would be nice to change because extra anchors allow nicer linking, but that is out-of-scope for this PR.
As we don't generate anchors today in this repository, perhaps the above could be done here, for the time being. |
