As usual with Qualcomm-ware abusing 0.0 as version: please encourage upstream to use actual versioning for future releases.

Update the SRCREV to point to the latest commit in the KGSL source code repository. This update brings in few fixes: - Correct RGMU flag checks and oob_clear API usage - Prevent sign extension on alignments - Revert elevating command submission thread priority - Initialize min_render_pwrlevel for standard DT Signed-off-by: Shivam Rawat <shivrawa@qti.qualcomm.com>
