To facilitate having multiple Keystones with the same Project IDs, use Nautobot as the global source of truth for projects that way the IDs can stay consistent in all the environments.
Now that we are syncing projects from Nautobot, we don't want to push them up to Nautobot from Keystone so remove that machinery.

Switch to using Nautobot as the project source of truth so that multiple keystones can exist and keep the same project IDs in sync.
