If set up `rubygems: latest` in workflow, it will cause the error with Ruby 3.0 because the latest rubygems does not support Ruby 3.0. If set up
rubygems: latestin workflow,it will cause the error with Ruby 3.0 because the latest rubygems does not support Ruby 3.0.
