Switch expressions provide a nice compact way to convert values, especially to/from enums.
This PR introduces switch expressions where they make sense, in particular a new
Models.Change.ChangeStateFromCodefunction (feel free to rename) that dramatically simplifies theQueryLocalChangescommand.
