Make timestamp parameter for ForceEOU msg optional for rt sdk and add it to voice sdk, as input to the forceEOU function so there the behavior stays the same as before.
I have run a pipeline against master to verify the test run fine, as it wasn't triggered by this - https://github.com/speechmatics/speechmatics-python-sdk/pull/94/checks
