Add a fee bump page

Note:

• @minkyeongshin, we need fee bump in both classic and soroban transaction. Design only includes soroban transaction's fee bump. I also think fee bump deserves its own step since it's not really a part of Sign or Validate transaction.

• Button changes after selecting 'wrap with fee'

• Side stepper added

• Fee bump CTA in validate step

• Wrap with fee bump page
