Adds py.typed marker file to enable type checking with mypy. This resolves the 'missing library stubs or py.typed marker' warning that users encounter when running mypy on projects that import together. Fixes togethercomputer#234

This PR adds a
py.typedmarker file to the together package, enabling mypy to recognize and use the type annotations in this library.Currently, users see warnings when running mypy on projects that import together:
