Automated daily upgrade of upstream dependencies:

  • rolldown (latest tag)
  • vite (latest tag)
  • vitest (latest npm version)
  • tsdown (latest npm version)

Primarily a dependency/toolchain bump (Vite/Rolldown/Vitest/OXC) which can change build/test behavior or bundling output despite minimal code changes.

Overview
Updates the bundled toolchain versions across the repo: Rust workspace deps bump oxc* to 0.121.0 and vfs to 0.13.0, and JS deps/lockfiles bump vite/rolldown/vitest and related packages (e.g. @vitejs/devtools, terser, vue).

Adds new optional-runtime-types type-only export entries for the CLI and test packages, updates the recorded CLI help snapshot text for --standalone, and refreshes upstream commit hashes in .upstream-versions.json.
