Replace all occurrences of 'the-agency-feature:workspace-references' with 'the-agency:workspace-rules' in on-create.sh, test files, and test_validation.sh. Also fix pre-existing stale assertions in test_validation.sh (Checks 2, 4, and the spurious \\ on Check 7).

This pull request updates the naming and formatting conventions for the workspace reference blocks in "The Agency" devcontainer feature. The main changes are the renaming of block markers and section headers to improve clarity and consistency, as well as updates to tests to reflect these changes.
