Classify all exported ztensor symbols as stable or unstable for the v1 compatibility contract. The stable surface covers compute.Engine[T], tensor.TensorNumeric[T], tensor.Numeric, device.Device, and numeric.* arithmetic functions. Add "not covered by the v1 stability guarantee" doc comments to unstable symbols in stable packages (fused providers, GPU capability interfaces, kernel functions, testing utilities).
