Add backup/restore label helpers (GetBackupLabels, GetRestoreLabels, EnsureBackupLabels, ApplyAnnotationOverrides) with annotation override support. Add GetCertSecretBackupLabels for cert-manager SecretTemplate integration and BackupAnnotationChangedPredicate for controller watches. Add extraLabels parameter to EnsureCertForService*WithSelector.
