🎨 Palette: Add tooltips to message input buttons#744

This commit adds tooltips to the icon-only "Location" and "Send Message" buttons in the room input bar. - The "Send Message" button now has a dynamic tooltip that says "Send message" when there is text to send, and "Type a message to send" when the input is empty, explaining why the button is disabled. - The "Location" button now has a "Share location" tooltip.
